Most likely the throttle shaft is not installed correctly. This could also be the reason it was so difficult to bleed.
The governor will always try to move the metering valve to the low idle position. The throttle shaft needs to put pressure on the springs to be able to increase the speed. If not installed properly it will move the arm to the rear but not to the front.
When you take the cover off to check it make sure that the throttle will increase pressure on the springs and more importantly that the shut off lever will move the metering valve to the shut off position.
