Farmall H engine problem

My dad has a 1941 H. The tractor starts good and runs good when under a load. However, the engine misses and sputters when idling or when run without a load. He had the engine overhauled and the head replaced. That helped some, but didn't solve the problem. The spark plug on the 3rd cylinder usually fouls. The others are OK. I recently heard an M running the same way at a vegetable farm near here. I am thinking that this may be an intake manifold problem, or maybe a ring got broken during the overhaul. Any one got any ideas? Thanks.
