Removing all the water ballist from my wheels

I paid the local tire guy to remove the water from my F460s rear wheels, got it home and there is still water in the wheel up to the valve stem when it is at its lowest. Damn I wanted it ALL out. I needed to change the wheels to run in 30 inch rows so when the rim was loose from the center i layed it down stem lowest, other side raised a foot, I got another 5 gallons out of it!
Does any one know of a rig that will get all the water out without removing the wheels?
