Single acting cylinders need a air vent hole or fitting located at its highest point. Some cylinders, such as found on a fork lift, have a small diameter low pressure hose going back to the reservoir. Relief valves are normally incorporated into the operating or aka directional valve. Any source of hydraulic power can engineered for double acting service. It is all in the valve. You need an open-center four-way valve. Two ports on the side are "in" and "out". Two ports on the top are cylinder ports. "In" comes from the pump and "out" goes to a T fitting that you will have to add to the reservoir filler pipe. IH made a valve called "Remote Control Valve". It is a four way valve that fits H and M. You will find it in the parts book.
