Stuck 450

In preparation to really get things moving forward to freeing the gas 450, I pulled the head and took a look at things. It's a shame that water got in through the muffler because the head and valves are in excellent shape, not a spot of rust, wear or significant carbon. Even the cylinders had very little wear. #4 is clean, but 1, 2, and 3 are rough. It's been soaking in ATF, MM, and WD40 for 12 months. I pounded with a 2x4 and a 3lb. hammer for a few good shots. And now I think it is time for serious measures. If soda pop is used, how long should I leave it in? If the carbonation (carbolic acid?) works on the rust, would weakened naval jelly be better? My hope is to pull the pistons, replace the rings, then just hone the cylinders. Oil pressure was good before it sat.
