For a while now, I have had some governor surging problems. While I know that adjustment of the carburetor and ignition can cause surging or galloping, I can clearly see the governor arm moving back and forth as it is hunting for a setting.
I took apart the governor and nothing seemed excessively worn, I replaced the bumper spring (old one was broken) and replaced the large spring. Otherwise, I just cleaned it up and put it back together. Now it is surging at nearly any rpm above a slow idle. I have played a little more with the bumper screw but it seems to make little difference.
