IF the tractor has a SI series Delco alternator, the link below gives a good wiring diagram that works with most gas engine tractors with distributor ignition.
The high charge rate on a SI series Delco can result if the Sense wire (marked #2 on the alt rear case) does not have a good connection to battery voltage. This wire is what tells the alternator what the electrical system voltage is so the alternator can adjust it's output to produce a constant 13.5 -14.5 volts. If the #2 sense wire has a bad connection or is not connected to the battery / electrical system, that will cause the alternator to charge at maximum output all the time.
