If you've been fooling around with the carburator and the governer, I wouldn't do both things at once. Do an adjustment and check it, if that isn't right adjust the other. Don't go and make random adjustments. Try putting a carb kit in it and get the carb back to snuff, and if that doesn't fix it, then go into the govrner. You can check the intake for leaks by running the engine and spraying WD40 around the intake. If the engine speeds up slightly when you do this, you have a leak. If the carb checks out, the compression checks out good, and the intake isn't leaking, then check the governer. I know that flyweights and springs like to go bad.
