Oil Leak on 42H

My H has a small oil leak at the front plate connection on the throttle rod. While I was wiping the oil away yesterday I noticed when I would block off the area with a rag the rpm would increase. I am kind of puzzled as to why it would do this since there is not much vacumn in this area, to my knowledge. Can anyone shed any light on this situation? Any input would be appreciated. Ed
