I'm not an expert in repairing blocks but I think sometimes the crack can be inside as well as outside and then welding isn't the answer. A question - you say there is water in the oil pan. Is there a lot or a small amount. Is it possible the head gasket is leaking? My dad had a 350 diesel that developed a cracked head - not sure if they can crack and cause a coolant leak. Seems like if the blocked was cracked on the inside it would leak a lot. I'm assuming the block was frozen once to cause the problem. I hope you fnd the problem - the one my dad had in the 60's was a very good tractor.
