Your figures are close. I couldn't remeber what speed the belt pulley on my H is rated at but I figured it was at 1080 (double the rear pto's speed). I came up with the pulley ratio of 12 to 5...(12in. diameter pulley on the pto and 5in. diameter pulley on the berkely pump). That should put you at 2500 rpm at the pump. You can use a simple formula to figure out your pulley speeds. D= (d x s)/S. Where D = diameter of driving pulley, S = speed of driving pulley in rpm, and d= diameter of driven pulley, and s= speed of driven pulley. I'm sure a flat belt would work, but be aware of the belt's rated speed for the job. I would reccommend using a double or triple combo of v-belts though. Use a belt tensioner too, otherwise the belts will slip and vibrate alot.
