Steve, inside of the large throwing cylinder is a spring that cushion stops the pan and returns/throws the pan to the home position. WITH THE BALER PTO OFF, trip and raise the throwing pan as high as you can. You should experience the spring inside resisting your raising he pan higher, if not it may be broken.
Does the pan ever latch in the home position? The little cylinder acts like pulling the trigger on a gun. It retains the pan in the home position until the pressure is present to throw the bale. The latch can get bent or the roller in the latch worn or will not roll.
I don't know how your valve is mounted to know which way is detent. I believe pushing on the trip "foot" that the bale pushes on puts the valve in detent. When the pan hits the end of the stroke I "think" it is then put out of detent. Been too many years....
