Power Steering problem on IH574

When I turn the steering wheel fast it's real hard
but when I turn it slow it does fine.I changed hydrl. filter and fluid 4 hrs. ago could it be the priority flow divider spool in the MCV or
the steering relief valve also located in the
MCV?How do i check the divider without a Flo Rater?The pump seem ok because it drags the tractor down when the remote valve is operated
Please Help!!!!!
