I went ahead and put a new 6V coil and a distributor cap in this weekend. I have points, rotor and wires on order. The tractor runs noticeably better already. It starts better too.
I will check the voltage again. It may be my meter. I got 13V off the battery, so I figured the resistor was just dropping it in half.
I kept the old coil. I think it may have been original with the tractor (46 yrs old). I will let you know when I get the rest of the parts in.
