I'm guessing that you thought you should be pointing to spark plug #1 because you brought the timing mark up to TDC. However, since the crankshaft makes two revolutions for each one of the camshaft, you should be pointing to plug #1 at TDC on every other revolution of the crank, and 180 degrees away on the other. Assuming nobody pulled that distributor out since the last time the engine ran, your timing is probably right where it belongs and you are sitting at TDC on the exhaust stroke of cylinder #1 and not the compression stroke.
