Clutch Dilemna

I have a small Satoh tractor (15hp diesel). The problem is that the clutch won't disengage. When I push the clutch in it slows, chatters, and still pulls. Clutch (8 inch) looks OK except for a small section the size of a quarter that looks like it is not making contact. The throw out bearing works and the pressure plate seems OK. We measured the throw of the bearing and manually compressed the P. plate that distance which freed the clutch. I noticed the driving shaft was eccentric by about an eighth of an inch. The metal bushing that fits into the flywheel was also worn. As parts for this tractor are expensive the question is, what is root of the problem, eccentric shaft, worn bushing, clutch, or P.plate.
