Boat Launching with a Tractor

Hello: I'm looking into purchasing a tractor to haul my sailboat (about 650 lb) in and out of the water. I launch off a sand beach, and would like something which could pull the trailer with boat (about 800lb), but also pull the boat on rollers along the sand. A Jeep TJ with 4.0L and 4x4 is capable of doing this with a minimum of fuss, but a 90hp Mercury Tracer hatchback ends up with spinning wheels. This would seems to indicate that weight is an important factor, along with torque. I would like to be able to drive into at least 2 feet of water, three being better. A relative who owns a farm, and who used to compete in tractor pulls, suggested something which sits tall, and which has a narrow track. My budget requires something cheap. Any ideas? Any help appreciated!
