Hauling tractors

I need to know what kind of hassle it is to haul a tractor as far as the law is concerned. Do you have to stop at weight scales ? If you do ,does your per axle weight have to be right? I used to drive a truck for a living and we had a list a mile long of things that had to be right.What I need to know is,if you hook a trailer on your 1 ton and drive across a couple of states (Iowa and Minnesota) what kind of trouble can you get your self into ? The tractor weighs about 7000 and my truck has a 18000 tag , so total weight would be fine , but I don't know if you can get enough weight on the steering and drive axels or even what it should be. I am a little gun shy especialy in Iowa , I think I have a perfect record in Iowa, every time I went there I got a ticket. Thanks,for any help.
