I am not particularly knowledgable in this area, but one or two points occur to me. I don't think "importing" topsoil would be a feasible answer for any area larger than a good-sized lawn. The cost of topsoil in most areas is prohibitive. If you live in an area that is predominately rocky, good topsoil will be hard to find and EXPENSIVE! Here in coastal Maine, reasonably decent screened topsoil is $15-$20 a yard. It would take somewhere in the neighborhood of 800 cubic yards to cover an acre to a depth of 6". A better idea might be either to find a cover crop that will adapt to your conditions or to work at a program of improving your existing soil through good management, mulching, composting and turning under green manure (cover crops such as legumes, grasses, etc). I hope this helps a little.
