If you ground the field and it charges then the problem is most likely the regulator.There is nothing wrong with the generator.It could also be a ground problem.Those old Ms and Hs were notorious for having grounding problems.It could simply be the ground(connection) between the front of the light switch box and the back part.That is usually where the problem is.Take a file anf clean the matching parts up till they are shiny and clean.Some people used to put a strip of copper between the two parts.Also clean the regulator mounting real good too.
