12hp Blow-by

I'm looking for any suggestion on how to deal with 12hp,1cyl, Kohler, Cub Cadet with a terrible history of blow-by. (Tractor is CC #129 w/ 48" mower deck). First guy honed the cylinder & installed new rings. Afterward, the blow-by was so bad the rod melted! Second guy had the cylinder bored, new:OS piston & rings, rod, new cam, valves - $600.00. Now, with 300 hrs since rebuild, the blow by is back. Blowing smoke out the oil fill/dipstick tube. Uses 1 pnt oil/ 3 hrs. Using SAE 30. Is there an oil additive that might help or would you recommend a heavier oil. I've always thought she ran hot. I'm getting discouraged. She's a sound tractor other than this. Any suggestions appreciated.
