Ditch Witch

I've got a 1970 model R40 Ditch Witch. It has a Continental F-163 engine with a Zenith carb. After rebuilding the carb 3 seperate times the fuel bowl overfills & in fact will even drip into the air intake hose while cranking the engine. The float & needle valve have been cleaned & adjusted so I think I've eliminated that problem. It has been suggested to me that the fuel pump, which is newly installed from NAPA, may be pumping too much pressure & that I should only have 3 psi from the pump! I'd like to check the fuel pump pressure but can't find a tester. Anyone know where I can find one? Also, any suggestions on this repair? Gary
