Live PTO and 3pt hitch

Hey, Anyone that snowblows with a snowblower on a tracor - is it necessary to have a live pto or is it just a nice addition? The second thing it, what the bar called that can adjust and is on the top of the 3pt hitch? Do u usually buy these with a tractor or seperate? Thanks.
