what do I need for this job?

I have over 1/4 mile sloping drive, mostly chert (sp), several times a year i need to regrade. I need a small tractor with loader and scraper and in future possibly a mower. thinking kuboka, yanmar, etc. Also what about gray tractors?? I would like to do all this for less than $3000. Is it possible??
