I had to deal with the stale registration thing on a trailer I bought in Iowa. I had to weigh the trailer and get an inspection. Since the trailer was over 2000 pounds, I had to post a bond before they would give me title. I did have to pay the state patrol for the inspection, but that was only because the trailer was over 2000 lbs. If it is under 2000 lbs, any dealer can do the inspection. Luckily, the DMV was 2 blocks from where I worked, and I found someone there that was extremely helpful.
