I've got three Suburbans and two K5 Blazers with the T400 transmissions. My Suburbans are 87,89, and 91. GM didn't go to new body syle in that line until 92. Mine are all diesel, but the T-400s are the same as gas except the diesels use either mechanical governors or VRV for shift control- and some of the gasses went to electric controls after 87. I've had a similar problem to what you described once, and it was an internal problem in the trans. T-400s never came with lock-up converters. I'm going to search though my records - as I can't recall exactly what part had failed or warped. In regard to all the testing you had done ?? I don't know of any accurate tests that will indicate for sure, a failed part inside a torque-converter e.g. a warped clutch disk or failed sprague clutch in a transmission. But, it seems - if things seem okay when the trans. is in park or neutral - then the clutches in the trans. don't seem to be dragging. No matter what is going on inside the trans., the torque-converter is not supposed to give much resistance at lower RPMs - and as you indicate - it is. So, at the least - if it's dragging, it needs replacement. It's a sealed, welded together unit - you replace it with a new or exchange/rebuilt unit.
