Shavings and sawdust are commonly used in areas where straw is not readily available, like here in Maine. A caution: Shavings don't compost all that well, and make the compost very acidic. Try to keep the proportion of shavings or sawdust in the compost pile as small as possible. It might help to add more lime to the mix. I don't know for sure, I've never tried it.
