Propane, definitely. Propane does not have the byproducts of combustion that kerosene does, and does not require as much ventilation. Another alternative, and one I use in my wood shop where an open flame would be a problem is a radiant gas heater. It clamps to a 20# propane tank, has three burners, and will heat my 12x24 shop with 10' ceilings from 20 degrees to 60 degrees in about an hour on three burners, and keep it there on 1, or 2 if the wind is really howling.
