John- As near as I can tell there are a lot of places where the DOT Inspectors aren't cops. We have a few here in NY. Of course a Trooper has to sit there with them while they do inspections as they can't take any enforcement action, so why have them? Got me.
Where I work we cover it all from domestics to murder to bald tires. It all depends on where you are. Used to be everyone up here complained about Candian trucks. These days I'll put 99% of the Ca. trucks up against US trucks and the Canuck will have less violations. Thats due to enforcement.
Other than having more cops out there writing more tickets, which is the only way I see to get compliance, I don't see an answer to stupidity, laziness, and plan old unsafe practices. Warnings just don't work. Of course now we'll see 347 guys post about the time THEY got a ticket and it was obvious the stupid cop was on the take, out to get them, didn't know his butt from a hole in the ground, etc., etc., ad nauseum. The same guys will throw a royal hissy fit when they see a violation on someone else's rig.
Oh well, such is life. As long as people keep breeding and getting their education from TV and movies I have job security.
