My state may have tried taken some steps in that direction but it still did not work. We had a DOT cop that we call weight and standards. These are the same guys that run the scales. They were given extra power to where they can write a ticket to anyone for any violation much like a trooper. Problem is they use the power to write speeding tickets to trucks while the cars fly by. We also took a section of our troopers and made them DOT cops but they consentrate on truck inspections only.
With that aside... I was talking about the education of the general public more than enforcment. I could in any state in the US take a 17 year old person; have them get a car drivers licence; and with NO knowledge of how bigger rigs work; put him a loaded down U-Haul with a car hooked on the back; OR a 1 ton truck and a 35' 5th wheel RV behind it; and send him down the road. Our drivers education system in the states is nul and void or of no use.
