I don't know where you intend to operate, but I can tell you what we have to do to be legal with hotshots in Tex, La, Miss, and Ala. I don't think you'll be able to lessen the hassles at the ports of entry by going to lesser sized equipment. We have to permit and follow the same guidelines that are in effect for 5 axle, 80,000 lbs semi's. Including driver requirements, insurance, permits, bondings, tax filings, apportioned licence plates and safety items. If you plan to haul for hire you'll be required to have operating authority from Uncle Sam and filed in each state you intend to operate.. Electric brakes are legal here, but like MrG said, they do have to have a self activated break away lockdown system in working order. The main reason you don't see more hotshots in operation now is that the Reagan, Bush, Dole trucking deregulation policies made them economically undesirable to use. When deregulation set about the cutrate, cut throat, fly by night truck operations of today, it became financially unsound to attempt to operate hotshots for profit unless you have an in house or brother in law deal going on with the shippers..
