At 20 degree F and the engine at idle I doubt that a loose belt would have permitted the engine to run hot enough to stick. Surely the fan was turning some, right? Did you loose any coolant? Maybe the thermostat is stuck closed. If the radiator was low/empty that is a different story. How did you determine the engine is stuck? Was the engine smelly when you went to it after it stopped. See if the engine will turn backward a short amount. You could have something else preventing it from rotating such as a dropped valve. I would not pull the tractor until I verified that everything is OK because you could do more damage.
