NO POWER from my Cub

I have a 67 Cub Lowboy that has a problem getting out of it's own way. When under load it developes a lot of blowby out the breather, looses power, and dies. I cannot even cut grass in 1st gear going up a small hill without stalling. I know these little guys are no powerhouses but I think it should be able to pull out in 3rd gear without stalling! Compression is 80-90 psi per cylinder. It smokes a bit but not excessive. A complete tune-up was done including distributor rework, carb rebuild, valve adjust,aircleaner cleaned, oil/filter change & timing set. New parts installed: plugs, points, cap, rotor, & condenser. The carb is an original IH and cannot be fine adjusted for some reason. (Burns rich) Can anyone shed some light on this problem? I am out of ideas. Thanks in advance.
