CUB throw out bearing

Neighbor of mine just replaced the crank bearings in his cub a '63' I think. Anyway he was concerned about the throw out bearing, it was not turning. Took it to the IH dealer new one did not move either, whats the deal. Why is there a grease fitting if it is not suposed to rotate when engaging the fingers? Thanks
