missing starter

My Farmall A has a hole in the bellhousing where a starter could be mounted, however the flywheel does not have any gears. I can I assume that it never was fitted with a starter? Did the factory make a cover for the hole when the starter option was not purchased? I'm also attempting to date the tractor. It's missing the serial number, but the engine block has the date (?) of 7/38. This date and the non-existing starter make me think the tractor is an early 1940 machine. Does anyone else have some additional information that may help? Thanks, Todd
