Money Paid and No Tractor

An earlier post got me re-thinking my situation - money paid and no tractor. How would you guys handle a situation where the seller was paid (4/5 of the purchase price with the balance due upon delivery) and still refuses to deliver? It has been nearly two years. All I get are excuses, and if I am lucky, new promises. The guy was to do some repairs and then deliver the tractor. I have gone as far as small claims court, which is located in a different state. We settled at the courthouse prior to attending the hearing. The mutually agreed on delivery date came and went with no tractor. Some have mentioned the option of contacting the prosecutor and/or sheriff. I am not clear what they can actually do. Is there anything else I can do? Letters and calls seem to be ignored. Chase
