How am I going to get these wheels off?

I took closer looks of the pics of my wheels. Here is the left outside hub.

See the weld? That worries me. Unless that cotter bolt is all that is holding it to the axel. Any ideas?

Here is the inside of that left wheel

And here is the inside of the right wheel.

See the difference? The right side looks clean. The left side looks like it has a weld on it. I haven't tried to move or remove the wheels yet, but what am I going to do if the old owner welded that wheel to the axel?
