IH 574 gas bucks and snorts under a load

Hello, I have an IH 574 gas. Last fall it started hesitating, bucking, and backfiring when a load was applied and more power was needed. When I choked it, it was better. Eventually, even choking wouldn't help. We rebuilt and cleaned the carburetor, and cleared a fuel line from the tank, which was restricted, and replaced the fuel filter (there is a screen on the sediment bowl and spliced-in fuel filter after the fuel pump but before the carb). It runs better, but still needs some choke or bucking and snorting ensues. We also noticed the outside of the carb icing up this morning (it was humid and cool, not sure if this is related or not). Any comments on where to go next? I really need this thing working, spring is here and all. THANKS in advance for any help. Paul
