400 engine/starting

this 400 cannot be turned over, a brand new battery barely does it. it is impossible to hand crank it, it just turns that hard. when
jumped on 12v, it does much better, and will spin over like nothin. this is a 6v system, i checked the starter number against the one in the IT manual. we had the starter in the shop, the guy said it was the best one he had ever seen...so it tested out fine! when it's running, it doesn't sound right, like it's lazy. and when shut down, it will diesel excessively for about 15-30 seconds, and then turn backwards a revolution or so. adjusting the distributor affects nothing.
so we're thinking that when it was overhauled about 10 years ago, they didn't time the cam right. is that
probably the cause? thanks
