Karl, I would wonder about the condition of your MCV pump(this pump runs steering, TA, brakes, etc.) When these pumps get some age on them & the Hy-Tran has not been maintained properly, they lose their ability to suck oil(I know an engineer will tell you "A PUMP DOES NOT SUCK OIL"). This pump draws its oil from the hyd. filter so it must create a pressure drop throughout about 8-10 feet of internal plumbing from the filter to the pump. When the internal clearances in the pump increase, it no longer can create the pressure drop necessary to prime itself(this is why you screw out the orifice plug & can get the pump to prime itself.)
