1256 hyd. problem

this 1256 diesel DT 407 (tim allen grunt) :) has great engine! a few oil leaks, see other post to come. but everything behind is a headache.
this is the problem: the mcv pump or something is wacked. many times, upon start up, there is no power steering AND *tourque amplifier* therefore, no go...sometimes it only takes 10 minutes, and it goes on it's own, other times we have to shut off and restart, and other times we have to open up orfice plug and suck oil with our mouths and a hose, or else just let it run with plug out until it blows oil. once it goes, it's fine, except the ta only works in DD.....this really sucks! so here's the question:
what is causing this? is it an easily replaced valve? or is it a complete overhaul thing? the pumps and ta are supposedly new, well 15 years ago. it has seen lite use since then though, so nothing should be worn severely. thanks!
