Hydraulics on M Farmall

I just replaced the tilt cylinders on my Schwarts loader that is mounted on my model "m" Farmall. The problem I am having is that when I raise the loader up and then let it down quickly, hydraulic fluid shoots out the fill cap ( It has a hole drilled in it that must be fo relief) I thought it meant I had over filled the resevoir, but it actually keeps pushing fluid out until the loader no longer operates (low on fluid). Can someone let me know if the drilled hole in the filler cap is supposed to be there.
