Governor help on IH 140

I bought this tractor this past fall, it ran fine then but around Thanksgiving I took the sheet metal and the wheels off to paint it. I did take the carburator off along with the radiator, fan and fan pulley but nothing else off of the front of the engine.

I have repainted the tractor put it all back together. Some times it runs fine, but others it will not idle no matter what the throttel position. Some times you can tell it is trying to over speed and when this happens I shut down the engine.

I cannot find any binding in any linkage, I just apears that the governor has go bad. Can these things be fix, rebuilt or will I have to replace it. Or could there be something else wrong.
