Tightening Rims On Axel??

Hi All On a 1946 Farmall M I was wondering if anyone could tell me the proper way to tighten the rims onto the Axel or if it mattered? These are the type that have a half moon shape on the inside and out and tightens to axel with two studs each. Should these be tightened equally a bit at a time untill they are both spaced the same and torqued the same like you would a car tire, Tightening in a pattern so rim goes level to drum? Why I ask is had new tires put on and rims turned so dish was in but seems to be a bit of wobble going down the road and was wondering if the guy never tightend the rim on right. At the moment the half moons are not tightened equally, on one side of halfmoon you can put your finger in the space and the other side of half moon on the axel almost tight. Same way on inside of rim. Sorry for the long post and thanks in advance. Terry
