I've got both axles and bull gears in now. The bull gear teeth are lining up just right with the bull pinion teeth. Each axle end is recessed from the outside of the bull gear just the same. I was looking in a cutaway view of the axle and bull gear in the I&T manual, and it looks like there is a small amound of space between the end of the axle and retaining washer. If so, how much should those retaining bolts be torqued?(or should they just be snugged up well?)
