Cylinder Sleeves

Have and Internation F706, Serial # 2224 S-Y, that has the C263 engine running on LPG. Pulled the head and one of the sleeves protruds above the top of the block. Does this engine have shims with the sleeves? Can this sleeve be pressedor drive back into the block?

Any help would be appreciated.
