wheel weights, inside or out?

I am adding another set of rear weights to my M. I have the wheels so that the hubs are away from the center of the tractor. They are set about three inches out on the axle and I have one set of weights on them now. These are on the inside of the wheels now. Does it make a difference in the stability of the tractor whether the weights are on the inside or outside of the wheels? I just wondered if having them spread out or towards the center made any difference, since I don't have ROPS so I'll take all the help I can get. I have the wheels set in for clearance purposes. BTW, does anyone have any front wheel weights for sale in the Oh.,Ind., or Ill. areas?
