Magneto timing

I have a Super C that I haven't been able to start for months. It used to start up easily. I keep coming back with some other remedy but it keeps sputtering at me refusing to start. I've replaced the coil and condenser, spark plugs & wires, rotor, battery. Rebuildt carb, changed oil and filter, cleaned out gas tank, blew out gas lines, changed and adjusted points. I have good spark at each cylinder Finally found the timing mark on the fly wheel and lined that up. The problem is at TDC the metal strip on the rotor doesn't point at #1 cylinder but half way between that and the next cylinder. The magneto I have is an H-4. Would it be damaging if I moved the pinion to distributor shaft allignment in order to position the rotor correctly? Should my next attempted remedy be to check and adjust my valves? It only fires a couple of cylinders and won't continue on. Any help appreciated. Thanks.
