Drive belt to bell mower

In the past year I have changed out 3 drive belts ($60.00 a piece) going from the rear of my 1958 Cub tractor to my Woods belly mower. The belt keeps twisting and jumps out of sheave. These belts also have sheared and come apart on me. What is the problem? What am I doing wrong? I can remember my old dad in those years from 1958 till 1988 when he died changing out a total of 5 belts. If he were only here to tell me what I am doing wrong. Please! Someone help. Yes I have turned belt 1/4 turn, didn't work. I have put tention on two pulleys that hold belt in rear of tractor. The belt still jumps off of sheave
