The screw that angles in at the top front of the carb is the idle MIXTURE adjustment. Turn it in until it runs amooth. For the idle jet, in is more fuel and out is less. You should also have a throttle stop screw, perhaps nearer the block (not looking at mine right now). This is the idle RPM adjustment. Just adjust this one to that it idles at a low rpm without sputtering or dying. I know you use gas, but IH made these carbs for years after the WWII gas shortage, into the 50's. Kerosene/distillate used to be cheaper than gasoline. Your tractor should work ok with that carb, I have an H with one. 5 turns out is way too much. Like I said check the float first and then fiddle with the adjustments. You should have both the idle mixture and main jets adjusted so that you can advance the throttle rapidly with no sputtering or hesitation.
